Paris MoU guidelines on execution of drills

Due to the recent Paris MOU & TOKYO MoU PSC CIC inspection on fire safety ending on 30-11-2023, we have been alerted that many vessels have been detained due to crew members’ lack of knowledge of performing their duties during the conduction of fire drills (read below common detainable deficiency):

“Crew members were not able to demonstrate proficiency in fire drill in several attempts. Fireman entered the fire field without helmets, explosion-proof light, and VHF.”

The attached Paris MoU guideline is solely drafted for the purpose of providing guidance to the PSCO in performing a PSC inspection on procedures related to onboard operational controls(i.e., execution of various drills).

Guidance scenarios for drills (fire, abandon, SOPEP, etc.) are presented in Annex 1 of the Guidance on Procedures for Operational Controls.

A very useful document for further distribution onboard your managed vessels.
